The population of Culebra is approximately 2000 residents. The United States Fish and Wildlife Service administers tens of small islands surrounding Culebra as a Natural Refuge. These islands constitute a breeding zone for birds, turtles, and other special tropical species. Surrounded by a chain of cays and reefs and a topography of valleys and mountains, Culebra allows a panoramic view of flora and fauna found nowhere else in the world. Its view of neighboring Caribbean islands is breathtaking.
The best beach in Culebra is the sandy white FLAMINGO BEACH; ideal for a breathy suntan, diving, and snorkeling. This pristine beauty and marine garden has been enjoyed so far by a lucky few.
