Would someone let us in??

This apartment is quite nice and right by the effiel tower however, making sure that the lady will be there to let you in is the kicker! We had booked and paid for the apartment in full a month in advance and was told that a local woman would be letting us in. We tried to phone this woman several times throughout the weeks before we were to depart for Paris with no answer. I assumed I was maybe dialing the number wrong since it was an international number so I emailed the local Paris lady with our arrival time and when we would be at the apartment for check in. (We also assumed the owner had at least informed this lady of our arrival day as well). The day before we left I contacted the owner to let her know we still had not heard from the woman that was suppose to be letting us in and were beginning to get concerned. She stated she would contact her as well to get in touch with us. Still the next morning before we left for Paris we had heard nothing. I sent a quick email to the owner in regards to this and our hopes that it would end well when we arrived. Sure enough we arrived at the door of the apartment with no way to get in and no one around to let us in. For hours I called both the local lady and the owner to try to get someone to let us in. It was very stressful to find that we were now stranded on the streets of Paris with no where to stay. After hours of no response because both of their cell phones were going straight to voice mail we decided to go find another hotel for the night. Once we check in to this other hotel we were able to get on the Internet and I emailed the local lady again and to much my surprise she responded that she had been having phone issues (which doesn't explain as to why she was unable to respond to our emails before we had arrived) and would let us into the apartment tomorrow. I also emailed the owner and she responded as well with apologies and insisted on amending the situation by offering us another nights stay free as well as 1 nights refund. This did make us feel a little better but the stress of the situation definitely out weighed this. We did take her up on the offer and stayed an additional night however, it has been a month since our stay and we have still yet to receive a refund as she has promised and she has also failed to respond to any further emails in regards to this from us. I will say again the apartment itself is nice and in a great location. Just make sure you are going to be able to get inside it!
