In August, the city gets very hot and extremely quiet, as most of the locals flee for their own summer vacations, leaving many of the bars and restaurants shuttered. The weather from November through February can be cold and gray, so most of the outdoor restaurants and bars shut down their terrazas until spring rolls around once more.
