Cheap for a reason

Dirty floors, broken toilet seat, very busy street all hours of the day, on the edge of a questionable neighborhood, and a disco / dance club directly across the street that is loud until 3am. Property manager is responsive but useless, unable to coordinate toilet repair within 10 days and unable to coordinate a bedding/linen change for 3 days (which was an add-on extra paid service.)
