I live in the Phoenix area but have local folks that can help should issues arise.

This is a condo community of approximately 200 units all privately owned (this is not a timeshare community). The majority of owners use these as their vacation home and rent it out when they are not using it. There are some full-time residents here as well.

A car is required to arrive into town. To get around town, if you don't want to drive, taxis are VERY affordable. Just ask the security guard at the front gate and they will help you get a taxi. We personally drive around town. There is free ample parking at all the venues. Malecon (the fish market) may start to charge for parking but I haven't seen that happen yet.
