Car rentals rates are very competitive in San Diego, doing a little on line search will get you a great deal. If you do not want to drive, I recommend using Uber X, is very inexpensive and SD Ubers offer great service in my personal experience. Public transportation is only a few steps from the house, there is a bus stop in the corner of the block where the property is located.

The beach is exactly 12 blocks away from the house. You can walk or rent bikes, there is a shop a block away from the house. If thats not an option because you are bringing the boogie boards, cooler, umbrella, chairs and other stuff that you will find in the house for your use, I recommend to take an uber, is only about $5, more inexpensive than parking.
