Property owner didn’t reply for two hours and after I had vrbo contact him it was a scam

Horrible. I have been patient with this one but no more. The property was under construction. Literally. Bare studs no drywall. I contacted vrbo and they called the property manager on a three way call. He agreed the property wasn’t finished and agreed I should receive one hundred percent refund. Almost ruined my vacation. Adapt and overcome. It now is over two months later and I have talked with vrbo reps three times at an hour gone from my life a clip. Still no refund. Each time we spoke they told me my refund would be 5-7 days and these were lies. Double scam. Property owner and now vrbo. The seven hundred other firefighters on my department will be advised against vrbo. Use another service vrbo are a bunch of hacks. I have pictures of the property, the address, and through the window to the inside of this place.
