Owner is dishonest.
The apartment had a major electrical problem when we arrived. The refrigerator was warm and moldy. The owner immediately offered a refund if we moved to another place. We did that, then the owner later said that his electrician had found nothing wrong, and that the refrigerator was just unplugged. He is therefore refusing to refund our money. I am an electrical engineer and the frig was plugged in. That was the first thing that I checked. The electricity was out in half of the apartment. The owner immediately offered to refund our money, therefore we did not take any photos or video of the problem. We did not realize that we would have to dispute this situation. VRBO was absolutely no help in resolving this.
