Seaside is a very walkable town — you won't need your car once you're settled in. Broadway Street, the beach, the Prom, restaurants, and shops are all within a block or two.
If you do want to explore further, Cannon Beach and Ecola State Park are about 15 minutes south by car. Astoria is 30 minutes north. Portland is roughly 90 minutes east via Highway 26, making Seaside one of the most accessible beach towns on the Oregon Coast.
