PANAMA CITY BEACH High Impact Rule (HIP)
The council passed ordinance 1667, which will set rules for a high-impact period (HIP) within city limits.
The city will have the power to enact special rules during high-density time periods, like spring break or 4th of July.
They can also enact HIP last minute through an emergency declaration.
“There are certain times of year in which people come here, and they exceed the demand for public safety services than any other time of year. So there has to be special rules in place for those times of the year, focusing on those times of year where balancing it between public and private.” Stuart Tettemer, PCB mayor, said.
The rules include a curfew for unaccompanied minors from 8 p.m. to 5 a.m., tougher restrictions on bars and clubs to prevent underage drinking, along with heightened security and lighting, and traffic management.
⦁ The period could last anywhere from 24 hours up to 16 days, but after that, the council would have to renew it.
⦁ The ordinance also sets age requirements and restrictions for short-term rentals.
⦁ The primary renter must be 25 (Sunbird rule) or older, and all adults must have identification. Additionally, rentals will have to verify all adults staying overnight during HIP evenings. For rental complexes of 25 or more units, companies must have overnight security and limit unaccompanied minors to shared amenities after 9 p.m.
⦁ There’s also a new “CARES” (Community Alliance for Responsible Entertainment and Safety) certification, a public-private partnership that ensures a business complies with the high-impact period rules.
