DISCLOSURE: Downtown and Romantica Zone of Puerto Vallarta is a growing tourist area. There has been a lot of construction happening over the last few years with many new buildings going up. There are also various bars and restaurants on the beach that can be loud including two roof top bars. Typically, construction is reserved for low season only.
